It suggests that you are claiming somebody else's work to be your own and you get the credit. So yes. It's intellectual theft.
If on the other hand you are quoting somebody's work for the benefit of a 3rd party....and you acknowledge the source....different matter.

I won't say always, because there are usually exceptions to things. But in general, using a text written by another person without giving them proper credit can be considered "wrong" at least based on our society's beliefs.
