Okay, are we talking high school here?
Yes, they "grow up", everyone does. But some people never grow out of being petty or rude or being a snob. Some people grow out of being a nerd or geek or just plain and blossom into great adults.
Some immature people keep the kid inside and have fun all their lives without being so immature as to ruin other peoples lives.

I hope not, anyone that actually wants to "grow up" is just another stuffed shirt looking to point their finger at someone or something they don't like, and it's the so-called grown-ups that make the world a stinky place, that's my opinion.
