Not Mail fraud. You must mail something to be mail fraud...that is simply making an inaccurate statement. She doesn't need to do anything to protect herself from mail fraud charges...just needs to straighten it out with the person she was supposed to send something to

If something nhas never been mail, then the postal service is not even in the equation, so how can this be fraud? At best, it is a lie on this lady's part.

It's not fraud, it's a lie. If someone is waiting for it, she needs to get it in the mail.

It's the old cliche "check is in the mail" --a lie but certainly not mail fraud.

What you're doing is totally legal, and many people do it. The more you stuff in each envelope the more the return postage costs them. So if you can try to load those things up. They will open each one So maybe go get some copies made that say f#ck you,and stuff 10 or 15 copies of that in each envelope. Sooner or later they'll get the message.

Swindling is the case committed by someone who declared to another person that he mailed something when in reality nothing has been mailed.
