Well, you can get the eBook software freely (check the web) and then publish the book for free! Promoting the book is your job!

If you are talking of a regular printed book, you need to either get approved by a regular publisher who will pay you for your knwledge or go for POD (Print on Demand or Publish On Demand) services also called vanity publishing, where you pay for getting the book printed.
