In the US, the environmental wackos and liberal Democrats have put a stop to new refineries with court fights and wacko laws. The big push is to get away from using oil. It takes at least 10 years and billions of dollars to build a refinery and bring it on line. With all of those hurdles and an uncertain future for refined products, no oil company is willing to try to get a new refinery.

There are a couple of powerful forces that don't want more refineries:
1. The environmental people. Everyone wants lower prices but they don't want to live near a refinery. Some also hope that high prices will encourage people to drive less.

2. The oil companies. As long as they can control production, they can charge what they want for gas. Demand is up? Great, let's slow down production and call it "refinery maintenance" then charge more for gas because the supply is tighter.
