Because bubbles are mostly air, and the film of liquid forming the skin of the bubbles is very thin, so the colour doesn't show.When you get a mass of very small bubbles (which is what a lather is) they look white, or possibly even rainbow coloured, because of reflection and refraction off and through the bubbles.

You'd need a lot of washing up liquid or shampoo to turn the water the same colour - I would say about 10%. Bubbles are always white because of the light that passes though them.
