Yes,they can be fixed.I refresh plastic lenses on headlights and tailights quite often in the body shop.
The surface forms a cloudy film over time on many units that is easily polished off.The simplest way is with a high speed polisher and rubbing compound, that takes a couple minutes and does an excellent job.Another method,if you don't use a polisher,is hand polishing.A very fine product is necessary. From the hardware store,a tin of 3M white polishing compound is great.Apply a small amount with a clean towel tip and rub it on the lens vigorously, very soon it will lose the weathered look.

I asssume you are talking about the fog that developes on the lamp covers over time. The real cure is, of course replacing them, but the aftermarket auto supply companies carry a couple different lens polishing kits, and I've had real good luck with any that I've bought.
Just follow the directions TO THE LETTER to avoid permanantly damaging the lenses, and take your time polishing them.

The lenses often get discolored by UV rays as well as become pitted by road debries. You only option is to replace the assemblly. if you can find a set of after market assemblies that use a glass lense instead of plastic. they may cost a little more in the long run, but you'll get about 15 times the life out of them.

If it is a plastic lens that has been discolored by the U.V. rays of the sun, it must be replaced (The lens, about $60)

I haven't tried either one of these but they look promising. I wouldn't waste time with that plastic polish crap, it didn't work at all!
