If it is on "answers" when you type a question, it is normal: these idiots check every keypress, send it to their database of questions, analyse and search if something similar has been typed before! Total waste of time.
If it is on ANY other typing, it is not normal!
If you have Norton, remove it: it does the same as answers (even check your "doc" files when you are off-line!)
If it is when you are on-line, you probably have a keylogger malware on your machine (a small program that save every keypresses you have made and send them to some bastard somewhere).
If it is when you are off-line, you must have a program running heavily in the background. Use the task manager to see the programs that are running.
If you have MS messenger, remove it: it also takes a lot of CPU time.

You need to go into Control Panel > Printers and other Hardware > Mouse, then adjust the bar setting to fast. Also select Keyboard and check the settings there.

Don't suppose you're using a wireless keyboard? I get terrible typing delays whenever the batteries are running low.

I recommend to clean up the register in order to improve your pc performances and get rid of malwares. A good program you can use is CCleaner http://bitly.com/UrAMvN
It works like a charm.
Hope it helps.

could be that you need more RAM, you have a virus/malware taking up your system or that you have your settings set up to do this.

try http://www.superspyware.com as the first obvious port of call to remedy this.
