Fraudsters, con-merchants and scam artists (plus absence of any 'rule of law' assumption and the failure of the Indian Bureaucratic and Legal systems).

Because Electronic Banking is still not that safe, Credit Card users refrain from buying with their cards on line. Indian shopping mentality - to see & feel the product before purchase, multiple opinions required in purchase selection.
