usually they are classified as a farm animal which means you need to ask your local council about regulations on these animals.
it will vary from area to area within your state.

Yes I would shop there I always think it is a great idea to support local business and having hand made local items means buying from him not only supports his store but other members in the comunity as well. A couple of suggestions though. Keep food as close to petco as posssible a big price differance might cost him. Also the reason I buy from petco is because after 10 bags of food you get one free I buy bufallo bill organics 5 pound bag every two weeks at 22 dollars so a free bag is really nice. See if he can do a reward program like that. As for animals I would suggest having all the dogs and cats be from rescues. Also all should be spay/neutered and up to date on shots. Don't listen about only having rescued reptiles and pocket pets. If there are rescues available by all means put them up for adoption. But most breeders of these animals do not personally interview and home check like dog and cat breeders. Just make sure he is buying quality so for reptiles no wild caught or imports. And for pocket pets all in great health and with a garuntee. One of the things I find most important is for the staff to know the animals. Petco and petsmart know nothing which is why besides food and crickets they aren't much help. Make sure he staff is very knowledgeable they should all know the basics for any animal in the store and they should understand propet nutrition for all animals. Especially dogs and cats. Things that draw me in are events. Photo contests, adoptathons, professional pictures, free nail trimmings, training classes, demonstrations, etc. I went to a pet store once that every fri night offered a different class like one was how to match the perfect dog, pet nutrition, reptiles as pets etc. Tell him good luck.

Depends on where you live. If you live in a city, within the city limits, I'm guessing they have a law about farm animals being there. If you want a pot bellied pig, some cities have laws against those also.
