I say the other piece of bread! It avoids 'contamination' of peanut butter on the knife or in the jelly jar, just in case you need to go back for more jelly! hahaha..

Over the peanut butter. This way, you avoid extra work in smooshing the sandwich together to mix the components well. And you can lick the butter knife afterward, and both will be on the knife. Tasty.
