There is an active communist "party" in the Philippines, but they do not have any elected representatives as far as I know. They do have a military arm called the New People's Army or NPA. The NPA act on behalf of the common people in many cases, such as patrolling the jungle and confiscating the chain saws of people illegally cutting down coconut trees. They also put people who are preying on the poor out of business. There have been some clashes between the NPA and the Philippine National Police or PNP and some deaths have resulted. They are not nearly as dangerous as the Muslim guerillas on the southern island of Mindanao.

Communism has always been present in most Asian countries and is often fed by exploitative governments. Communism in the Phils was at its height when Marcos was in power and democracy was suppressed.
The communists are still there, hiding in the mountains, taking pot shots at passing US soilders. But in reality they are not that important or relevant to the current politcal environment and lack little firm support.
There is a strong radical movement, some claim this attitude goes back as far as Lapu Lapu (who killed Magellen as he attempted to travel around the world, but made the mistake of stopping off in Philippines).
These radical movements are often based in concepts of democracy, workers rights and freedom. So they would travel the extremes of communism, socialism, unionism etc.

There is no real communist there. The word communist is either branded by the government for pposition or just someone called themselves. The real idealogy of comminsium is not killing or opposing all government. It is infact for the nation.
