compared to 8 mph wind?
to a hurricane?
but, 15 mph wind is faster than normal wind. and can damage plants. and stuff like that.
and it can make creepy noises through your house, and make the house shift a little more than usual.
but it depends by what you mean 'fast'

not realy.. where i live we get mostly 15-60 mph wind everyday since last december.. for me that would be a calm day

no... if you're on the highway and you stick your hand out the window, look at the speed you're going and thats how fast the wind is going. is that wind speed fast?
