Because, after a few bong hits, you aren't capable of higher order thinking. Nothing Bush says is complex, so when your brain isn't functioning at full capacity, it's much easier to relate to what Bush is saying. It equals the playing field; people figure that Bush must be hitting the bong himself in order to make the preposterous decisions that he makes.

It's because bong hits damage your reasoning ability. Fortunately, the fact that Bush doesn't make sense after you come down indicates that the brain damage, so far, is strictly temporary. Sadly, if you read this board you'll notice pretty quickly that quite a few posters have suffered enough damage that it's permanent.
