You HAVE to wear a tampon in the pool. Just think about it: the pad would immediately become saturated with pool water. Also, your fluid would leak all over into the pool and you would be leaving a little red trail behind you. I don't want to swim in that! Yuck! Given the hysteria over diseases and fluid transmission, I know my gym would immediately kick everyone out of the pool, drain it, and disinfect it if visible blood was in the water.
Your mom is incorrect. You actually flow a little heavier during physical activity which is why one of the tampon brands just introduced a "sports" line of tampons.

i suggest its best for u to wear a tampon and go swimming, because i know of a friend who didnt and it wasnt the best thing for her, your mom might not want u wearing tampons because it may tear the hymen, but dont wear a pad in the pool think of it the second u get in the the pad loses all absorbtion by soaking up the water so it wont help u at all. good luck with your mom

well I think you would have to ask your mom about what she thinks. but yes you should for sanitary reason use a tampon when swimming. If you mom is uncomfortable with tampons and you don't feel the same I would express too her that even though she does not like or possibly not use tampons that you would like too because, I don't think you want to forget you are on your period and decide to lay out and oops now everyone knows you are on your period even the cute guy walking past . Like I said though, its one thing too take a bath to relax while on your period with out a tampon would be fine, but because of sanitary reason I would encourage you to use one while in a pool.

I've never been in the pool without a tampon but are you really prepared to risk the embarrassment if you do end of leaking in the pool?? maybe your mom just doesn't want you to wear tampons

I never use a tampon, so swimming used to worry me. but, I never bleed when I'm in the water. I dont know why, but women on their period never leak while in the water.

Well, blood doesn't come out when you swim because of water pressure. But just to be safe, you should wear a tampon
