Is there any way to disconnect the Day Time Running lights (DRL) and make it that the headlights do not come on at anytime other than by turning on the switch? I want to be able to drive around say early evening with just the parking lights and fog lamps on.

No, its all part of the body control system, there's no way other then removing the bulbs.

I put 85 100 bulbs in m 1997 pontiac GTP and burnt out the DRL relay that way there was not any low beams. but when I put the 55 by 85 watt bulbs back in there was low and high beam.. Go figure that was what I wanted.I drove that car on race track where the DRL lights would have been a problem.
