This really isn't a hard question to answer .... your power supply either works or it doesn't.
Perhaps you failed to install it correctly or it is defective.

The power supply has little effect on "Windows" itself besides some standby & power saving features.
The issue is that it is failing to provide current (electricity) to your PC.

Make sure that it is set to 120V & not 220V (some have a red toggle switch on the back for this option, & go over all the connectors .... perhaps you failed to connect a power cable (from the power supply) to the primary hard drive or to the mainboard..

Try observing the power supply fan at the back of the PC case when you press the power button.
If it does not move at all, the power supply could be defective.
If it spins for just a few seconds then stops, it is going into auto-shutdown (a safety feature). A defective processor fan or a defective component that is overloading the power supply could cause auto-shutdown. Check the cpu fan connector. You might have loosened it during the power supply installation process.
If it continuously spins but screen is blank, there could be a problem with the video card or the video cable connector.
