I'm sorry about your mother getting a raw deal.
I'd like to know where and how she found that bag...
I would also return a bag full of money (just in case it belongs to the mob...) but first I would negotiate the reward, even if I have to take a lawyer who would preserve my anonymity. Usually, you should get 10% of the value of anything you find that somebody else lost.
Your mother should have gotten $100,000 and the one who lost the million should have been happy to recover 90% of it.

That's 600 more she had then before she found it. How did she know it had a million dollars in it? Did she count it? I doubt a million dollars would fit in a bag.
