Look to see if the advertisement says that experience can be substituted for some of the educational requirement. If it doesn't, then the degree is probably an absolute, and your chances of getting the job would be slim.

If you want the position bad enough, you'll apply. Is the job worth the time and effort to reply???
There are times when they will accept experience. Sometimes they just put in "degree required'" to cut down on the number of applicants that clearly are not qualified.
Sometimes, i put in"Associate degree required" just for that purpose, but if someone applied and didn't have the degree, I'd ask myself " what else to they have to offer."

It's definitely OK to apply. Be sure to stress the experience that you have.
There are some jobs, requiring certification of some sort, where the degree requirement absolutely must be met. But often, solid experience will substitute. Some ads even say "or equivalent experience".

You can certainly apply (there's no law to stop you). But whether they actually look at you may depend on how many other qualified applicants they get. Especially others with the required degree.

If the employer specifies that a degree is necessary, you're wasting your time applying. They'll trash your resume the moment they look at the Education section.
