about why it is that people have not returned to New Orleans after Katrina?

Yes. They are waiting for the federal government (US taxpayers) to rebuild everything better than it ever was.

Because New Orleans will never be the same. For a very long time there will be devastated areas in Louisiana. And having a category 5 hurricane strike New Orleans isn't really a turn on...

well, first not many can afford to move make after losing everything they owned! second they may not WANT to move back. have you ever been through a hurricane like that? of course you haven't cause if you had you wouldn't be asking this question. i lived through hurricane Ivan. i am about........and hour or so from Pensacola (fyi they got hit hard). the destruction was horrifying. i don't ever want to go through one EVER again. the city of new orleans is below sea level so went it go hit, all the water flooded in like it was a fish bowl. in a city like that , when a hurricane comes and it rains a lot there is NOTHING you can do to prevent to thedamages. so most people would most likely NOT want to move back!

The Engineers have not built adequate levys and the Government will not provide the money. Washington probably thinks that the money would be used to build more Casinos!!

A lot of them can't afford to move back. Everything they had there is gone. Also, some of those who can afford to move back don't want to lose everything again. Not to mention the fact that some of the insurance companies STILL have not paid up!!
