How do you move a XP operating system from my HP pc to a pc that I am building. The XP on my HP came with it and I don't want to have to buy another XP software for over a hundred bucks. Thanks!

Did your HP come with Win XP disc? If it is, you can install it on your new PC. But if not, you need the Win XP disc in order to install it. You might want to borrow one from one of your friends. You can find your product key from your old HP and use that when you install it. Also, you might need to call Microsoft in order to activate window, and you can always tell them that you are re-installing your window. Here is a link to finding that product key on your old HP.

It may be possible if you will use the old HDD as your boot drive. But you have to follow certain steps to be able to do it. Take a look at this for replacing motherboards and take note of the actual user experience/improvement at the end of the article:

No way you can do that, HP comes with OEM version of windows your new PC needs to have a VLK based copy of windows.

The problem is that the hardware drivers will copy over with it if you clone the drive, also you will have a problem with activation, as it will identify a different machine.
