The belt came off the fan pulley on the HydroStatic transmission. I got the belt back on and now it still drives but under a slight load it slips and goes slow. Is there an adjustment on the belt? There is nothing in the manual about the belt and according to the manual it's not the fluid level because it says it does not need to be changed but if you do it is a big hassle...??

Sounds like your belt is on the outside of a belt guard. It is having to overcome the added resistance and making your mower slow down. This will wear the belt substantially, so check it now before you go any further!
Hydrostatic drive units for the most part, are sealed units. Nothing there is field serviceable. If it goes bad, it is replaced as a whole unit.

If the belt came off on it's own it most likely needs to be replaced. They will stretch some with age and use. Most of the mowers have a tensioning pully and not many have adjustments. I am betting a new belt will solve the problem.

Remove the spark plug install a compression gauge if you have one. If you don't, put your finger over the spark plug hole and rotate the engine in normal direction of rotation and feel for any sort of compression. If you have no compression, then you will need to fix or replace motor.
