I found octopus with "foam" under the skin. Is it a sign of the octopus going bad?

That's a good rule-of-thumb answer for seafood, but you should resubmit this question under the "Food&Drink" or "Dining Out" categories to get a chef's response to the foam thing.

The real key is the smell. If it smells fishy then yeah its going south. Fresh octopus or squid should very little smell.
