region codes are country codes, and video formats, I think there is only two reginal codes 1 & 2

National Video Formats (NTSC & PAL) Australia PAL. Austria PAL. Bahamas NTSC. Bahrain PAL ... United States of America NTSC.

so it depends on where you are
