An upside down question mark is made by holding down the Alt key while typing the sequence 1 9 1 on the number pad. Oddly enough, this doesn't work on my laptop.

You can also open a word document, and use the insert tab, then symbols tab, and locate the upside down question mark. You can then highlight the symbol and use ctrl + c to copy it and ctrl + v to paste it where you need it. This sometimes carries odd formatting bits along with it, and isn't always the best option.
