Reagan increased military spending and started the Star Wars program that put pressure on the soviet union to increase defense outlay at a time when they were already over extended.
At the time people assumed that the Russian Politburo, who put Gorbachev in power in 1985, did so because their economy was failing and they could no longer match the US expenditures. They thought he was best equipped to put the needed democratic and economic reforms in place and end the cold war.
