Definately Busch Gardens. The last few times I've been to Kings Dominion, the park was disgusting, lots of vandalism everywhere, and the food is not only expensive, but it sucks too.
Busch Gardens is way better in my opinion. Their rides are awesome, they just opened their newest coaster, Griffon, which is SWEET, and their food is fanstastic! If you pick Busch Gardens, make sure you stop by the Trapper's Smokehouse for some awesome smoked chicken. You can buy a 1/4 smoked chicken, with waffle fries, and a roll, for around $8, and it'll fill you up the rest of the day!

Definetely Kings Dominion, I have been there 7 years in a row for vacation, and its fun! Go there instead!
