This is the same line of thinking that got us in trouble in Iraq. When they are ready for a change they will take it. Nelson Mandela said it best when he said "a democracy is not something that can be imposed. it must be home grown" there is are sets of complicated reasons why nations have the governments they have and when outsiders start pushing their ways it just creates instability and power vacuums.

Mexico is a very "God-fearing" country, where
the police enjoying playing God: they are very,
very corrupt, and take bribes daily. That is not
a generalization; it's a fact.
Meanwhile, here in the US, it is a well-known
fact that police-brutality--largely aimed at the
blacks--is a problem, but it's nowhere near as
bad as Mexico's government corruption.
In short, the citizens of the country we like to
say is "south of the border" love their country
no less than any US citizen might claim to love
America. But, they intensely dislike what their
country stands for: dishonesty, poverty and
corruption.
Those things exist here; but at least we have
a government that tries to do something to
fight against those problems.
Put yourself in their zapatos (shoes) for just
un minuto (a minute): if you had a choice of
staying in an impoverished, filthy country, or
taking a short trip to a place, just over a fence,
where the grass was greener, what would
your choice be?

In first place , which Latinos are you referring ? the only ones i know that are below a socialist government is Cuba ( and maybe another that i'm no longer conscious ) yet generally suitable and south us of a of america are relatively loose to do what they prefer , now they may well be too unfavourable to be waiting to pick , yet Cuban adult adult males of their very own us of a are only too controlled via Castro's regime , then there is loss of money , armaments , and could potential .

Probably not, but they probably do not want to stand up against the status quo. In other words, they will keep having Presidents who side with drug cartels and other criminals. Also, they will have a very difficult time in trying to cooperate with each other to the point they will be a force to be recognized with.
Mexicans are not cowards; however, they seldom have good leaders. (hint, hint!)
