Given that the a/c is working normally, try turning the a/c to max and the fan to low when you start the car. Then roll down all windows for one minute to vent the preheated air. When you roll them back up and turn the fan to high, it will be ice cold, as the evaporator has been running with no heat load.
If the a/c still takes forever, there may be an issue with the actual system, as in low freon charge, etc.

I have a 2007 Fusion, and the AC does not take long to get cool. It sounds like you need to have it checked out. Pay a visit to the Ford dealer.

Since it's probably under the Ford bumper to bumper warranty, I'd look up all the Technical Service Bulletins (TSBs) on your car's A/C and print them out to take with me to your dealer to diagnose the problem. You may have a freon leak and low charge or some problem unique to your car.

Make sure the vent is closed. There should be a button to recirculate the air inside the car. Make sure that is on. If not your pulling in hot from outside.

If you are still in the warranty, 3 years or 36,000 miles whichever occurs first. You should take it to the nearest authorized dealer and have them check it over.

Have the freon checked. Sounds like it might be low.
