I don't think the political parties can make it happen. It depends on the Iraqis, no so much us.
But to answer the question, the best possible outcome, and it may not be possible, is to have the Iraqi government stand on its own two feet, have a police and military that can effectively protect its citizens from Al Qaeda, run a clean, corruption free government without sectarian divisions and be an example of an Islamic democracy that will be a model for other Islamic countries to follow. The American contingent would be small, not directly involved in combat, but advisers (we all know about advisers, don't we?) and the US would provide military equipment, infrastructure funding, training and intel.
It all depends on the Iraqis. Right now, it looks like my idea is akin to flying pigs. Iraq is a mess and what will really happen is the USA will be stuck there for years, troops getting killed for not a damn thing.
The greatest foreign policy blunder in US history. There is no exit strategy because the Iraqis cannot fend for themselves. We can't pull out either because that will cause us to look weak and whatever Iraq evolves into after a pullout will be far, far worse than whatever Saddam was about. Damn, Bush is a fool.

The BEST possible outcome in Iraq is to...
Get all of our troops out of Iraq once peace is established by way of building a corrupt free government.
It shouldn't take too long, I'd say within the next 3-4 years our president at that time, no matter who it is, will get together with their cabinet members and both sides of the political spectrum will work on a uniform policy to keep the peace once peace is established in Iraq so that this kind of war/terror won't ever happen again.

Bush will have to be out of office before any resolution of conflict can be realized in Iraq. There is simply too much hatred for George W. Bush and the United States to accomplish a compromise of all the warring parties while Bush is in office.
After Bush leaves the United Nations will have to play a role in whatever division or of cohesion of sects in Iraq is accomplished. If cohesion of the sects is accomplished then a democracy may be possible under the guidence of the United Nations.
If the sectarian divisions, Kurds, Sunnis, and Shiites form unified groups within specified borders; military entities from the United Nations will have to remain within the currant borders of Iraq to provide security from Iran and Saudi Arabi and Turkey. For many decades.

The longer they are exposed to western views the worse it will get. They are stuck in a mindset and value system that goes back centuries. We don't understand them and they will never be like us. Iraq, now without Saddam, will solve its own civil issues in its own way and in a way its own people will best accept. Freedom is too radical a concept for many there but if we do not interfere then we lose control of a very valuable oil source that had we not been there by now, China and or Russia would have been. Stability in the middle east serves us by helping Israel exist. The formation of which earned us the title great satan as we had initially promised we wouldnt create an Israel. The Muslims see our government as liars and base it upon our constant inteference in their region. We have messed with middle east affairs for decades for favor with opec. The best possible outcome would be to either eliminate them all, or eliminate our interference with their lives. Their culture is one of tribal wars since biblical times. No agreements made by western countries will end the instinctive behaviours they were born into.

The troops will be pulled out, slowly and especially after Bush is gone... all the other countries will pull out their troops and Iraq, Iran, Afghanistan, Egypt all the middle eastern nations, will be exactly where they were in the first place, except their countries have been totally decimated, destroyed, pulverized and 3/4 of their citizens, innocent citizens are DEAD! Killed by so called "friendly fire". What a joke your question is - what the hell do you think will happen - hasn't this war taught you anything? There is NO END to it... and we will NEVER win!!! Soon small countries like Korea, will be able to "over power" the great white eagle, as you will have NO war machine left! and no money! Wake up US - your "hated" around the world!

It has already taken too long. More Republicans have to have the courage and good sense to overcome the criminal stubbornness of Bush.
I don't favor either party ... but the killing in this ill-conceived war has got to STOP.
The best possible outcome is to admit we screwed up a country, killed thousands of people, left our country and Iraq bankrupt materially and morally, encouraged a global terror organization and left the world more dangerous for everybody. As citizens of the US . . . we owe the world an apology for leaving a criminal like George Bush in office for so long.

All wars in my life time, over 50 years ,have been about nuclear weapon control. The more developed the 3rd world and little nations become, they know if they can get nuclear weapons, that puts them on the same level as the big nations and the U.S> So all wars are about keeping idiots like Saddam Hussein from getting their hands on that red button.
