it should be safe to do so. download ccleaner to do it for you... it's free and well recommended

If I was you I would NOT delete ANY THING from the windows directory..
if you want to free up some space I would advise you to install a FREE program called Cleanup!
this will delete all the unnecessary temporary files and others left in your computer after installations etc.
