There is goo chance that the system idle process is running at the back and usually uses 99-100 cpu when the computer s not doing anything:

Also when this dies happen press Ctrl+alt+del and terminate a process called python.exe (if running).
If your omputer is slow only during start-up,then use this program and uncheck unnecessary programs to start during boot-up.

Here is the answer to your THROBLEM. You obviously have all of your programs starting up at the same time. Therefore, you are using a vast amount of processing power. You need to visit your start-up window and uncheck all of those resource hog of a program you have starting up whenever you boot-up. Now, when you reboot you will be using minimal resources. Your THROBLEM is solved.

Depends on what file is using 100% check to see if it is Svchost.exe. If it is then right click my computer, go to properties, automatic updates and turn them off. This is a problem with the Microsoft update software.

Try hitting control/alt/delete to bring up task manager, then go to processes to see what's eating up your cpu cycles. You can turn off that process, and then try to resolve the cause. Once the process is identified, you can try posting it here, and see if a solution can be found.
