These sites list hundreds of activities and attractions, many of them are absolutely free.
http://www.lasvegasadvisor.com/activities.cfm
http://www.vegas.com/attractions
My favorites among the free spectacles
Fountains of Bellagio
Fremont Street Experience
Masquerade Show in the Sky - Rio
Volcano/White Tigers - Mirage
Lion Habitat - MGM
Shopping
Forum Shops - Caesars Palace >far and away the best
Miracle Mile - Planet Hollywood
Grand Canal Shoppes - Venetian
My 3 "must see" hotels
Caesars Palace
Venetian
Luxor
For an awesome view
Top of the Stratosphere - especially at sunset
Top of the Eiffel Tower - After 7pm when the Fountains of Bellagion show is every 15 minutes, is the best time.
Best value buffets
Main Street Station(L-D)
Boulder Station(B-L-D)
Orleans(L-D)
Palace Station(B-L-D)
If you do all that and go jet skiing, it should keep you busy for a couple of days :-)

Lots to do in Las Vegas, if you don't gamble. So many different things to see and do. Check out the fountains at the Bellagio - a great view from the top of the Eiffel tower at the Paris casino. The Secret Garden behind the Mirage, the gondolas at the Venetian. You will not be bored, believe me!!

You can jet ski at Lake Mead - which is about 20 miles or so from the city.
Otherwise, take in some of the free shows - the Fountains at Bellagio, Sirens of TI, Volcano at Mirage. Fremont St. Experience downtown.
Go shopping. If you can think of it, you can buy it.
People watch. This is THE BEST form of entertainment! Get yourself a cold drink and a good perch and just watch the people go by. You can see ALL types! (For example - I saw a woman last week wearing a lime-green floral print halter sundress, beige sandals, and a white fur stole - IN THE DAYTIME!)

If you are a young person, there is the Adventuredome at Circus Circus. there are many roller coasters. The Venetian has free stuff to see on its lower floor. there are the living statues (2) at Caesar's. Plus a show about Atlantis. The lions at MGM. the pirate show at TI. Bowling and movies at several casinos. Shopping everywhere. The lighted canopy downtown. ( this is a must see). Also they have free concerts and other entertainment at certain times. Go to Accessvegas.com for links. Or just google Las Vegas for lots of information.

I suggest that you stay at a place near the lake like this one:
http://travel.ian.com/index.jsp?pageName=hotAvail&destinationID=4fded4ff-af4a-41b7-976b-bd5bd436f135&requestKey=128A35182536408954&showInfo=true&cid=80596&locale=en_US&postalCode=&showPopUpMap=false&star=3-5&propertyType=C&landmarkDestinationID=417c82cc-975c-441e-b4c2-39077681e562&hotelID=219180&location=LAKE+LAS+VEGAS&city=Las+Vegas&departureMonth=6&hotnetrates=true&mode=2&mode=2¤cyCode=USD&numberOfRooms=1&arrivalDay=30&additionalDataString=vrBookingSource%7Cnull&departureDay=6&stateProvince=Nv&country=Us&room-0-adult-total=2&arrivalMonth=5&streetAddress=
This is one of several new hotel/casinos near the lakes. They can probably steer you to places where you can jet ski on the lake.
Here's some more stuff for non-gamblers:
RED ROCK CANYON: Its about 20 miles west of Las Vegas out Charleston Blvd (you can pick up that street at the north end of the Strip) It’s a scenic drive-through park. Go early, not in the heat of the day; there's no shade. You can rent a bike and ride through (http://www.escapeadventures.com/tours/mountain_bike_tours/nv_red_rock_canyon_las_vegas.htm)
HOOVER DAM: Drive about 30 miles southeast of Vegas and go to Hoover Dam; the National Park Service offers tours there (@ $15.) and its interesting stuff. Go on past Hoover dam to Boulder City and then to Lake Meade for a swim and/or to visit the new casino there. Also, there are tour companies that will take you on a cruise of the river below Hoover Dam. Check the Vegas web sites.
VALLEY OF FIRE STATE PARK: Drive about 35 miles north of Vegas on I-15 and go to Valley of Fire State Park, another scenic park area.
ZION NATION PARK: It’s a long drive (about 2-3 hours), but you can drive North on I-15 to Zion National Park and back in one day.
DEATH VALLEY: If you like to visit National Parks, drive about an hour and a half south of Vegas on I-15 and take RT-127 to Death Valley National Park (total drive may be 3 hrs each way).
GRAND CANYON: The drive to the Grand Canyon is 5 long hard hours on mostly two lane roads with trucks and campers (only a short way on I-40). You can drive there and back in one day if you leave early morning, like 6:00-7:00 AM. That will put you there about noon and you will have 4 or 5 hrs before starting back and getting back to Vegas about 11:00PM.

Shows, hiking at Red Rock Canyon, the Grand Canyon is not far away. You could go to Laughlin to jet ski. I am not sure if there is a jet ski place at Lake Las Vegas or Lake Mead.

There is no where to jet ski in Las Vegas. There are tons of clubs, casinos, swimming pools and shopping boutiques.

My daughter and I were in Vegas, and we did very minimal gambling. We did indoor skydiving, saw the two exhibits at the Tropicana, and saw a few shows. We really enjoyed going through all the hotels and people watching on the strip.

There are tons of shows! I live here, I see a comedy show almost every weekend. The Rivera has a good one, Harrahs has the Improv, and the Tropicana I recently visited this past weekend was great. Really funny if you appreciate comedy. Shopping, you can visit Lake Mead. We also have the M&M store! hehehe I love it here.
