Cookies are used to make it easier to go back to sites that you have visited befoire, making the site quicker to load. your computer keeps a record of the sites that you have visited in case you need to go back.
It is recomended that you remove your cookies atleast once a weremove the history files and the ek if you are a heavy internet useser becaues every time you acces a web site your computer goes through these cookes to see if you have been to this page before. the more cookies you have the longer it takes to load the page.
it is also recomended to delete the browser history and the tempory internet files once a week also. these files will also fill up your hard drive.
the easies way to do this is to bring up your web brouser and select tolls from the Menue at the top of the browser menu, then select properties.
selete delete browser history and another window will pop up and you will be able to delete each individial section one at a time.
if you have never done this, give it some time because it will take a while with the amount of files that you have built up.

A cookie is a small text file that is placed on your computer's hard drive, by the sites that you visit. It's 'harmless' insofar as it can't 'infect' your computer, as it's not a virus, but it's 'harmful' in that it allows sites that access it, to build up a sort of 'profile' of your surfing habits.
I have no idea where Windows stores its cookies, but if you do 'Start button' --> 'Find' and then type in 'cookies', it should tell you. Mac OS-X stores its cookies in /Users//Library/Cookies.
In Internet Explorer, if you go into 'tools' and then 'options', I believe that there is a button to delete your cookies. I use Firefox on a Mac, and if this is the case with you, you can do 'preferences' ('apple' key and ','), and then go into 'Private Life', and delete the cookies from there.
There is no danger whatsoever, in deleting these things.
As for your second question, you need to find out if you've installed something that could be saving lots of files in its cache. I had the same problem as you on this Mac, but I'd activated Filevault, and the 'sparseimage' was using a lot space.

You can delete Cookies, they are just files your computers use to save you time viewing web pages. Second, this is rather odd. When you clean it out also make sure your delete the on source files as well.

I would use CCleaner to automatically delete the cookies every time the computer is started. CCleaner also allows you to add cookies to a save list.

4) Update Java or download at http://www.java.com/en/download/manual.jsp
Remove all but the latest version of java from add/remove programs. then go to Program Files\Java remove directories of older versions. (jre1.5.0_08, jre1.5.0_09, etc.)
5) start> Right click on my computer icon.> choose properties> in system properties choose restore tab.
Reduce space allocated for system restore to about 2 GB.
6) Right click on drive C icon choose properties > click on general tab > click on disk cleanup on disk cleanup "files to delete" click on compress old files (default is compress files not used for 50 days or more) . Highlight line "compress old files" button appears below "options". Options allows you to change how long a file must remain unused before being compressed.
7) On disk "C" properties page is the option box. to compress the entire disk.
8) Replace hard drive with one with larger capacity.

delete all cookies, every time you leave the internet, most cookies spy on you,
as for your hard drive C:/ being low on space, how big is it? in gigabytes
windows alone can take more than 2/3 gigabyes of diskspace, then you have all the other programs you have installed
then windows take up a gigabyte of disk space for the virtual memory, then windows can take up another gigabyte for the trash can
so until you know the size of your hard drive no one can tell you

Cookies is what runs your Internet pages. No you can delete them and it want hurt any thing.
