'Refurb' = refurbished.
When a product is refurbished, it usually means it has been returned to a manufacturing facility for repair. Speaking generally, the item is tested, repairs are made, any sort of memory is cleared, etc. Depending on the reason for this repair, it may even have had its outer casing replaced and be indistinguishable from new. However, beware, for some refurbished items come with shorter warranties.
Sometimes, a seller will call an item 'refurbished' if it has simply been returned by another customer and reboxed.
Buying refurbished products is a good way to save money, and since they have actually been tested to higher spec than NEW items, one would only expect it to work for sure. However, the fact that you are still essentially buying a used product with shorter warranty speaks for itself.

These days it normally means that one that went out to a store or was sold briefly and taken in when the user wanted something else. It has been cleaned if needed, checked out for proper operation, the accessories and instructions counted and the whole repackaged. Normally not used for a long time by a customer - they go out of date too fast.
