That's the Chinese culture. Contrary to popular belief Asian cultures are not all the same.
The female foot was believed to be a "turn on" to men. Small feet were thought to very attractive so they bound feet. This "custom" got to be so bad that many women could no longer walk.
Fortunately foot binding was made illegal, I believe, in the early 20th Century. Look at my source link for more information on foot binding.

I'm fairly certain this answer is a troll attempt but You are absolutely wrong on all accounts. The perfect magazine Japanese wife exists only in magazines. And as others have said Japanese-American women are more like American women in general than Japanese so don't expect to be able to impress them by being Caucasian.

NOPE! That's not true, The Japanese women themselves are not held in high esteem,let alone their feet. Somebody is pulling your foot. That sounds more like a old Chinese culture that probably doesn't exist anymore.
