Wet Seal has some nice tops.
Charlotte Russe also does, but it depends where you live 'cause where i live we don't have one.
You might also have some luck at JcPenney. At the store where i live, they have a sperate section from the clothes and fancy dresses. They have a section with dress pants, summer dresses and evening tops. It's kinda hard to explain 'cause every store is different in its layout.
