Pressure regulator is bad -- dumping fuel back into the tank---put a fuel pressure gauge on the line after the regulator and check the pressure. Or pinch the return line hose with a pliers or visegrip and see what results.

fuel pump may be worn out and not putting enough pressure in line. first check fuel filters.
