It also depends upon the business, the location (some cities require special permits for certain types of businesses), your success in finding funding, etc. I recently put up a building for one of my clients, and it took 3 months (but, we had funding, we knew how to quickly get through the permit process, and we used a "tilt up" building).

Ruff question to answer. When the contractor starts building is according to contract. The way it is written determines final inspections by county building inspector when the doors can be opened. It helps to have under the table money for the builder. That practice has been going on for centuries.
