The disabled placard is notice that (a) the person is disabled and entitled to occupy a designated parking space and (b) has permission from their state to display the placard.

The state that issues the placard (Indiana, in this case) issued it to recognize the disabled person and to provide the permissions that person needs. However, Indiana MAY have an issue with that person obtaining a disabled placard in Indiana (representing themselves as Indiana residents) without properly registering their vehicle in Indiana.

Bottom line: you can use the placard in your car, regardless of where it is registered. You cannot take up residence in Indiana without properly registering your car there.

The blue window plaque is valid as long as the person is driving or riding in that car.

We drove across the US and we had no problem with a out of state plaque
