When working with exponents, is there any difference in operations if
the exponents are whole numbers or fractions or irrational

No difference.
x² X 7x³ = 7x^(5) (indices are added)
x^(1/3) X 7x^(2/3) = 7x (indices added again)
Similar examples may be set up for division,addition and subtraction.

Yes. There are many differences.
10^2 is not the same as 10^(1/2) which is also different from 10^(1.2)
