A little more information is necessary to give a definitive answer but lets outline things.

In order to achieve a connection you would need a wireless card (your Belkin?) in your laptop, or built-in wireless capabilities. Also, the home you are at must have an internet connection with a wireless router/hub for your laptop to connect through. The only way you can connect from just about anywhere is if you have a service through Sprint, Verison, etc. that allows you to connect through their cell towers. They provide you with a separate card for this service.
