OK...this is what it says: 'Rent cannot exceed 33% of tenant's income'. Now, if the cost of rent is $499 / mo, what is the minimum income required?

x =499/.33
x = $1512.12

I would imagine that rent cannot exceed 33 1/3% of income?
331/3%<-------->$499
100%<---------> (100 / 33 1/3) x $499
= 3 / 1 x $499
= $1497 is minimum income required.

Multiply $499 by the reciprocal of 33/100 and you have your answer
It is $499*100/33
=$1512.12
This odd figure is coming because in our daily life we accept 33% as 1/3.So for practical life,we should multiply $500($1 more than the maximum)by reciprocal of 1/3 and get the answer
It is $500*3=$1500

'Per cent' means 'per 100'. there is absolutely no difference between a % sign after something and that same thing /100. So if that symbol bothers you for some reason then just take it out and write /100 instead. Hopefully that solves your issue.
