I think we can get an idea quickly but never know how one would react in certain situations until they come up. I've had people I've know for years, and thought I knew well surprise me with actions and reactions I would never have thought were typical of them.
Heck I think we are still trying to figure ourselves out in a sense.

I think it depends on the person. I do believe you can't judge all books by their covers. When first meeting someone, you meet their 'representative'. It will take a little time to get to know what the person is really like. They usually don't let their freak flag fly until a situation comes up.

Well...if you hang around them a lot....no....it doesn't take a lot of time....but if the person is new to you then yes it takes some time to know them and stuff.

It does sometimes as some people are good at lying and it takes longer to figure it out. Other times it's pretty obvious.

Yes it does. And even after being with someone for years they may still surprise you. People grow and change as they age, gain experiences and that's a good thing. Wouldn't life be boring if we all stayed the same?

unfortunately everyone is a bit different. The biggest factor is not in them though. It is you. You have to see them in all facets of their life in some cases. People can be very complicated, or very simple. To err on the side of caution I would say yes.

yes it takes time, some people open up easily, while some people you need to spend lots of time with them to really figure them out.
