I have the dictionaries answer for the words ...

Tyrant: A ruler who exercises power in a harsh, cruel manner.

---&---

Monarch: A nation's ruler or head of state usually by hereditary right.

Was there ever such a person that could hold the titles of both Monarch -&- Tyrant " ... Besides Samson & David of the bible, which were 2 great warriors.

Besides bible stories, who could be referred to as a monarch/tyrant, that led all by himself ?

here is one for you...he's rather obscure, but fits..a tyrannical monarch :
Akbar, The Great
Akbar, the third generation Moghal emperor who lived from 1542-1605 A.D, has been extolled as the greatest of all Moghals.

and this one...very well known...
Henry VIII
One should not see him as simply an ogre king who beheaded two wives, divorced two others, and rejected another in one of the most humiliating ways possible.

To a certain extent, all absolute monarchs were also tyrants, in that they ruled by power rather than by consent of the governed. Even such "Enlightened Despots" as Fredrick the Great of Prussia had their tyrannical sides, for example Voltaire wrote something that offended Fredrick and Fredrick ordered Voltaire to be beaten with switches.

I suppose you could say that a monarch is a tyrant who inherits his position. While a mere tyrant takes his position by power, whether force, or the power of persuasion, or a combination of the two (Hitler and Mussolini are examples of this).

There are plenty of examples: Just one I can think of is King Henry VIII of England, both a tyrant and an absolute monarch.
