In the state of TX, if I'm over the age of 18 and have never had my license, or permit, in order to obtain my license, do i need to get my permit first? If so, how long?

Yes you must get your permit first. You must have it for at least 6 weeks before you get your license. If you are under 18, you must have it for 6 months. There are exceptions to this rule in some counties/cities! BEWARE. Some enforce the 6 month rule regardless of age.
