I'm a girl
This girl in my class is always picking on me and making fun of me, but laughing about it. Once she told me that I had puppy dog eyes, I don't know if he meant it to be offensive or what. No I do not like this girl just because i'm asking this question, I just wanna know if she's being offensive or what by it.

"Puppy dog eyes" is a common expression where I live, and it's a compliment. It means you look innocent. She probably wants to be your friend, even though she is kind of weird as you describe her. Be nice to her.

I'm sure that if you find her offensive, she most likely is. People are naturally perspective at other people's actions.
If you feel that way, she probably is.
But you might be overly sensitive to what she said, though I think a girl telling you that you have puppy dog eyes is probably because she is self-conscious and may be trying to put you down.
None of us can tell you definitely, but you can easily be confident and find out for yourself by checking their:
Actions, Words, Intentions, Tone of voice, and Body Language. You may not be describing the situation fully, and you may have taken puppy dog eyes out of context.
But if she bothers you, talk to your friends and family. However, believe in your own opinion first.

Usually when a young girl picks on a boy, it is that they like them, and are unsure how to express themselves. Puppy dog eyes does not sound like an insult to me though.

Picking on you - could be seen as being offenseive. Could also be her way of letting her known she likes you, or just wants your attention.
Laughing about it - could be a defense mechanism, could be a way of being insulting without getting in trouble.
Puppy dog eyes - usually seen as a compliment, suggesting deep soulful innocent and appealing eyes.

Puppy dog eyes generally mean you have a wide eyed innocent look. Generally when you look at a puppy they are so cute you just want to snuggle with them. Its a compliment.

It could be, but it needn't be. Puppy dogs have big brown eyes. So that could be a compliment.
But they could be needy eyes, looking sad and for attention. And that wouldn't be a compliment.
You need tojudge by her tone of voice. Next time she says it, ask her what she means by it.
And if you don't like the answer, get angry.
