The Victoria Cougars of the WHL won the cup in 1926 the team moved to Detroit and became the Detroit Cougars, later the Falcons and then eventually the Red Wings. The Cougars were actually the only team after the formation of the NHL in 1917, that were not an NHL franchise. Previously the last team to win the cup before the NHL was formed was the Seattle Metropolitans, the first US team to win the Cup.

The last non- NHL team to win the Stanley Cup was the Victoria Cougars in the 1924-25 season, during an era when the cup was a challenge series between the NHL and the Pacific Coast Hockey Association.

To those who know the history it wasn't always just NHL teams competing, that started in 1926-27. I'm going with the guy above me for the last team because don't know and didn't look it up. Just wanted to add to the answer for the first one who doesn't know the history.
