Hawk refers to someone who was for the war. Dove refers to someone who is for peace.

To add to the previous answer--it usually is used within the context of politics. Ex. Senator Jones is hawkish on the war.
OR The hawks and doves of the Senate have to come to an agreement.

The doves were the flower children (hippies) protesting the war. The hawks were pro-war.

As the first poster said. It refers to predatory and prey birds. That was how the terms were mainly used. the second poster was making a special military reference; I'm talking about how it was used in civilian life.

the term hawk referred to the American air-force fighter planes

and the word dove refers to the American transport planes IE medical supplies, transport planes which returned you home.
