I'm trying to fix up a Yamaha FZR-R so I can get it registered. There's something under the seat, that appears to be rotated by two cables connected to the exhaust at the front of the bike. Neither I nor my Dad has the foggiest idea what this thing is. Anyone out there have ideas as to what it is, and/or does?

Always give year, make, engine size and model # when asking questions. We need all of that info to give an informed answer.
The FZR's come in 2 sizes.
The years of each model make a big difference.
In your case, the part you're asking about isn't on the carburetor model.

It's the "servo motor" that operates the cables, for the exup valve.
You'll need a shop manual to understand how to adjust it and test for defects.

Its the EXUP servo. It opens/closes a flapper in the exhaust to aid low midrange acceleration.

its an exup valve don't ask me what it stands for. you may be able to google it but what it does it opens and closes a valve in the exhaust system to vary the flow to give you optimal back pressure and performance.
